Answer
The problem with the detailedness of the MapPacks is that with every further zoomlevel, the total size gets 4x bigger.
For example if you would want to download the tiles of the whole world!:
You can easily see that the number of files grows exponentially. And therefore we cannot provide Maptile-Packs at the maximum zoomlevel.

For example if you would want to download the tiles of the whole world!:
- ZoomLevel 0: 1
- ZoomLevel 1: 1 + 4 = 5
- ZoomLevel 2: 1 + 4 + 16 = 21
- ZoomLevel 3: 1 + 4 + 16 + 64 = 85
- ZoomLevel 4: 1 + 4 + 16 + 64 + 256 = 341
- ZoomLevel 5: 1 + 4 + 16 + 64 + 256 + 1024 = 1365
- ZoomLevel 6: 1 + 4 + 16 + 64 + 256 + 1024 + 4096 = 5461
- ZoomLevel 7: 1 + 4 + 16 + 64 + 256 + 1024 + 4096 + 16384 = 21845
- ZoomLevel 8: ...
You can easily see that the number of files grows exponentially. And therefore we cannot provide Maptile-Packs at the maximum zoomlevel.
